Not only it is possible but has been done as part of the GtkAda library.
Check http://gtkada.eu.org, and get the latest GtkAda for Windows
(1.3.3), it contains a prebuilt Glade for Windows.
note that it has only been tested for Ada code generation, so there might still
be some little glitches with C, but you can certainly demonstrates the
basic concepts with it.
I am surprised that not many people noticed it, since I sent several
announcement (including in this mailing list) about it.
